Qualifications-Based Selection
AAES strongly supports the Qualifications-Based Selection (QBS) process, established by the Brooks Architects and Engineers (A/E) Act of 1972 (P.L. 92-582), as the best and time-tested method of procuring A/E services.
AAES promotes and encourages quality engineering designs, plans, and technical services that improve the quality of life and promote to the highest extent possible public health, safety, and welfare.
AAES believes that these objectives are best met when engineering services are selected on the basis of qualifications as prescribed under the Brooks A/E Act. Under the qualifications-based selection method, firms are commonly ranked according to specialized experience; past quality and performance; record of timely completion on other assignments; current workload and size of staff; financial stability; professional reputation; honors and awards; special resources or capabilities and anticipated rapport and compatibility with the client. After the most qualified firm is selected, the owner negotiates a fee with that A/E firm. If the most qualified firm and the owner cannot agree on a fee, the second most qualified firm is contacted. This process continues until a "fair and reasonable" fee is obtained.
