    The Engineers Public Policy Council of the American Association of Engineering Societies supports the reauthorization of the Small Business Innovative Research program. This successful program sets aside a percentage of existing federal research and development funds to assist small businesses. AAES supports the SBIR reauthorization because it is a three-phase program that provides, on a competitive basis, grants to small business to develop innovative ideas that meet the specific research and development needs of the Federal government. SBIR provides necessary seed money for new small businesses, which expands the nation's employment pool; supports high risk technologies; fosters new engineering jobs; provides an excellent return on investment of tax dollars; and fosters industry-university-government partnerships as well.
