Dr. Winfred M. Phillips is the vice president for research and dean of the Graduate School at the University of Florida (1999-present). Prior to his current position, he was dean of engineering and associate vice president at the University (1988-1999).

Before arriving at the University of Florida, Dr. Phillips was professor of mechanical engineering and head of the School of Mechanical Engineering at Purdue University (1980-1988); associate dean for research, College of Engineering at Pennsylvania State University (1979-1980); professor of aerospace engineering, Penn State (1978-1980); acting chair, Intercollegiate Bioengineering Program, Penn State (1978-1979); and visiting professor at the University of Paris (1976-1977).

He is a member of and has served on the boards of many professional societies, including: American Society of Mechanical Engineers (ASME); American Association for the Advancement of Science; American Society for Engineering Education; Accreditation Board for Engineering & Technology, Inc. (ABET), American Astronautical Society; American Institute for Medical and Biological Engineering, the New York Academy of Sciences; Fellow, Royal Society for the Arts; Society for Artificial Internal Organs; American Physical Society; American Institute for Aeronautics and Astronautics; Biomedical Engineering Society; Licensing Executives Society, Inc.; Society of Research Administrators International; International Society of Biorheology; and Society of Automotive Engineers.

Dr. Phillips has received several awards, including: ASME's Dedicated Service Award; ABET's Linton E. Grinter Distinguished Service Award; and AAES's National Engineering Award. He was named Distinguished Hoosier and Sagamore of the Wabash by the Governor of Indiana for distinguished service to the State. He serves as a Florida Governor appointee to the Enterprise Florida Board and the Southern Technology Council; as a consultant to numerous industries, universities, and the National Institutes of Health and State Education Boards; corporate director; and reviewer and member of the editorial boards for a number of journals in Mechanical Engineering and Bioengineering. He has served as a member of the Academic Advisory Council for the Industrial Research Institute; and Governor appointee to the Indiana Boiler Board and the Florida High Technology & Industry Council. He is currently chair of the Board of Directors of the Southeastern Consortium for Minorities in Engineering, a member of the Enterprise North Florida Corporation Board and vice chair of the Council for Economic Outreach of Gainesville.

Dr. Phillips received a bachelor's degree in mechanical engineering from Virginia Polytechnic Institute, and master's and doctorate degrees in aerospace engineering from the University of Virginia. He is a member of the Golden Key National Honor Society, Sigma Xi, Tau Beta Pi, Pi Tau Sigma, Phi Kappa Phi and Sigma Gamma Tau. Dr. Phillips is the author of more than 165 research publications. His personal research and teaching interests include mechanical engineering, fluid mechanics and biomedical engineering.
